Hobbes was impacted by the English Civil War because he saw blood, death, battles, etc. This made him think that people are innately savages. It caused him to develop on an idea that a king is needed for protection and people would gladly give up their freedom for the absolute power of the sovereign.
Locke was alive during the Glorious Revolution and this made him think that the state of nature shouldn’t be taken away from people. This event developed his philosophy because power changed peacefully from a king to a parliament. Due to this, he favored a type of government where people could have a say of what they want, where every property owner should have the right to vote.
